In a number of areas across the country, property rehabilitation programs are made available to income eligible owner-occupants. Typically, these programs provide loans to eligible borrowers at a 0% interest rate with deferred payment terms. In many cases, no payments are made on the loan until the home is sold or refinanced or the title is transferred. This becomes a great tool for modest income homeowners to make necessary repairs to their property, in turn stabilizing adjacent property values and providing a tax revenue base for local governments.
